The origins of the expression seem to give the " doing something immediately" a bit more depth as the dropping of a hat was generally the signal of the start of a fight. Example: I found many Old Soldiers, who called themselves Democrats, and were ready to fight, at the drop of a hat, with any man who had aught to say against Gen. Scott.
