Looking at a milgaus from kuvarsit, that advertises version 2 of a cloned 3131 movement.  Does anyone own a watch from kuvarsit with this movement that could give me a review... to buy or not to buy

3131 is 28.8k? Not sure where you're getting 31.6k from

That's not an even number of ticks per second.  Normally it would go up to 36000bph.  Only rolex movement that did this was daytonas with zenith el primiro movements.  Even then i believe they modified them to reduce to 28.8k

Typo mate. 31600/60/60=8.7777

Not possible for timekeeping.

Thanks, just wasn't sure if they were making a new movement, I'm curious about internal workings of the movement, is there a book that would be a good starting point.
