Is it normal that EMS China website says 'signed and delivered' but the TD says that the package has not been received?

Hello!

 

My package with rep order inside has been sent back to its sender (the TD) due to a logistics issue between carriers. Package has been sent back from Asia (where I live) on October 20th and when tracking the number it's been saying signed and delivered since November 9th. I have been emailing (one a week in a polite but straightforward tone) the TD since and according to him he has not received my package. I was wondering if this is a common occurrence or if my package is potentially lost?

 

Also I tried to contact a mod last week but no answers yet. Should I include a mod in my case now or should I keep being patient with the TD?

 

If you guys can refer me to a mod that's available I'd be really grateful and hopefully I haven't lost 450$!
