Is this a Swiss ETA 2836 - how can you tell if not?

They will stamp clones, in fairness the watch balance wheel looks swiss, a few screws look suspect, could be a hybrid if its from a dealer using new old and clone parts

Does look Swiss but the old curved tell as in the slight curved edge right next to the ETA stamp was eventually replicated by the Chinese so who knows.

The balance jewel shock setting has three notches for shock spring removal...this is a genuine ETA feature.  All of the clones I have seen have only one.

Otoh...is it all genuine or mostly genuine? 

I do not know.  They may have copied the three notch setting by now.
