Only a few seconds. As you can see on the following graph the glow decreases pretty fast at the begining.

On this dial the finish is more mate than glossy, but long story short the finish depends many factors, the lume, the binder, the mixing, ....

the lume is ultra bright in beginning, but then it settles.

 

But the effect, when you go from bright outside to dark inside, and your whole watch is glowing, is priceless ! :)

...nope, a couple of the vintage guys seemed to use Testors gloss or matt coat as a lume binder, it's used in model making,have you ever tried it?
