Corel Paint Shop Pro Photo X2 - it wasn't that expensive (nothing like the cost of the full PS package) and I've got used to it over the past couple of years. I also have Photoshop Elements but have not used it much. I don't think it matters a great deal what package you use, as long as it has the main photo editing functions.
