Something fouling the balance wheel, any ideas? Macro Photos showing it

Movement: 21J 2813 Asian.

Watch: Rolex Miguass

Problem: Irregular timekeeping

Aim: Regulate

I am currently working on a watch for a friend, and found it to be magnetised a little, so correct this, and then, having put this watch on the timegrapher it was showing a terrible, irregular result ranging from +178s/d to -78s/d.

After trying to regulate for the first time, whilst inspecting the balance wheel, I found something fouling it, and this is what is probably causing the problem I'm experiencing.

Do any of you know what this thing is, or what it should be doing? Here's some photos of it..

Its around the same size mental strip similar to that of the balance spring. Any ideas where this spring? should go? I know it shouldn't be fouling the balance wheel like it is.

Any help appreciated.

Thanks, as stated, its not my watch. I would like to fix this if I can, or at least get it regulated within my tolerances, but if I can't I will indeed suggest a movement change to my friend.

Most of my 2813 were really bad. If I like the the watch a switch to 8215 usully make it a lot better. Just no more hack but a lot more precision.

Thanks again Kenny, and Mech for your input. I'm done for now with the regulating. Just need to keep my eye on it over the weekend.

It started out like this..

Then after a few hours, the best I could get it was this....

Which to be honest is probably the best it will achieve anyway. I'm happy for now.

And here's the watch, finished, and cleaned ready to ship back to my friend after the weekend..
