The contact number, specifically +86.13800138000, is listed as the Registrant, Admin, and Tech points of contact. That number is also related to 2,642 other domains in use. That would suggest to me it's probably not the 'noob factory' as we know it, rather someone registered it the name, auctioned it off to whomever, and then when they've burned themselves sufficiently, buy another name and repeat the process.
