if a member in Canada sends a payment in US funds to a member also  in Canada, what is the fee charged  to the sender?

2.9% or 3.9% ?

If I understand this page correctly : https://www.paypal.com/us/webapps/mpp/paypal-fees

$2.99 USD* + 2.9% of the transaction amount funded this way plus a fixed fee (from the table below) based on currency.

*If funded in a foreign currency, then a comparable amount in that currency, including our Currency Conversion Spread.

U.S. Dollar:0.30 USD

Agreed, what @Glaude said, but there is a clause for payment with Alapaca Scrotums that nullifies any charges. That multiplied by the square root of a bill posters bucket is usually a good formula to work with
