It depends. If you’re experienced at incredibly fine motor work with your hands and have the right tools, it’s a piece of piss, a 2.16. 
If you never do fine motor work and your rudimentary tools are a fucking big hammer and an electric drill, then 9.34. 
Or anywhere in between.

Define "rudimentary tools."

If you mean basic hand pulling/setting tools, 3 or 4. If you mean basic " 'round the home" tools... 8 or 9.
You can pick up the most basic of hand pulling and setting tools on eBay for less than $20... sometimes less than $10. Well worth the money. You could also use some tiny screwdrivers to lift the hands and some plastic to protect the dial, then use an old retractable ball point pen to set the hands... not my preferred method. LOL

For me, its a 2.  For the ferret, a 9.  For you, who knows.

You need a tweezer, hand puller or levers, and a bic pen refill or hand set.

I say a 3

If you have some experience, the tools and watch a how to video.

Without the tools and at least a home made dial protector it is easy to damage things. 

the presto tool would probably make removing those easy
