"I can nick one of these and he's never going to complain because I'm letting him off without import duty". Actually he's in trouble too, isn't he? If he's let this through without querying the value then he's broken the law. I see he didn't put his initials on the sticker, so presumably no way to trace him. Could it have been confiscated and then forwarded empty? That can't be legitimate either unless they send a notice of seizure, right?
