Here in the US, some people call 911 when they get ripped off by their crack dealers. You could take that approach. This is the problem with government. It is not like they have a complaint phone number or any customer service department. Yes the person who stole it may know it is illegal goods. But their act creates the grounds to fight. Because they have stolen the goods, and made a clear attempt at avoiding the correct paper work, Ant could say he had a Homage watch sent or a cheap gen. Customs have no proof to the contrary and the thief is hardly going to bring the watch forward and go "... look see it was fine to steal it, its fake I just forgot to fill in the forms and it fell in my pocket by mistake". I can't count how many birthday cards I have sent over the year (no money of course), which have been opened obviously because they were checking for money.
